ok for rule and ok for comile

during compile the message "OK FOR RULE " & "OK FOR COMPILE" what is the different between ???
rule - checking that Syntax for the rule file
compile - checking the device labels and the rules wrote match up
because it is trying to make/compile the file you are going to download.
